ECON 6616 Public Finance and Cost Benefit Analysis 3.0 Credits

This course examines the role of public policy, government expenditures, and taxation in the economy. Students will learn to apply the core principles of economic efficiency and equity to evaluate the conditions under which market failures may justify government intervention in specific markets (e.g., social insurance, welfare, etc.) and to study the implications of various methods of intervention (e.g., regulation, taxation/subsidization, provision of public goods, etc.). Students will also learn to identify who bears the burden of taxation and analyze the social cost of tax-induced behavioral distortions across a wide variety of common tax instruments (e.g. personal and business income taxes, consumption taxes, “sin” taxes, etc.) and apply these concepts to consideration of tax reform.
