HMP 5013 Resource Allocation and Leadership for Government and Non-Profits 3.0 Credits

This course prepares executive-level public health leaders to understand, analyze, and influence the financial structures that shape population health. Recognizing that budgets are a reflection of values, this course integrates public health frameworks with core budgeting, finance, and resource-allocation principles across local, state, and federal systems. Students will develop the ability to interpret budgets; understand revenue structures, expenditure patterns, and constraints; engage in strategic budgeting that advances equity; and apply resource-allocation tools to real public health scenarios.
