HMP 8000 Evolution of US Health Policy 3.0 Credits
This course examines the evolution of U.S. health policy from 1890 to present, analyzing how the health system adapted to internal and external forces. Topics include historical benchmarks, the separate and unequal experiences of Black Americans and their persistent impact, marketplace dynamics in service delivery, and government's evolving role in financing and regulating health care, with attention to federalism's influence. The course emphasizes cyclical patterns in pursuing universal access and explores how political and economic interests have shaped policy outcomes. The course equips students to critically assess contemporary challenges, distinguish myth from fact, and evaluate how structural factors shape access, quality, and equity in health policy.
